The police conduct review process in San Jose is probably a no-go (i.e., extremely frustrating: it makes even those experienced in such nearly explode), but the other items might help a little.
Most of the police misconduct in SJ seems to be shooting the mentally ill, with slightly higher numbers for the Asian mentally ill. It looks like they did shoot one guy in November, but he’d just killed a woman and was still armed with a gun.
